To The Honorable Governor Pritzker: My name is Margaret Tucker. I am a mother of five children. I am writing you for one child who is incarcerate at Western Illinois Correctional Center in Mt. Sterling, IL. His name is Dewayne Goodman, B 270-96. I received a call from him on Friday December 23, 2022. He explained to me that his cell mate had opened the window in their cell and the window had frozen and they were unable to close the window. That Friday, night temperature was 2 degrees. On Saturday night, December 24, the temperature was 3 degrees and on Christmas night the temperature was still in the single digit. My son, Mr. Goodman, B270-96 reported this to the correctional officers on duty all three nights but they laughed and called them ignorant for opening the cell window. I don't know why his cell mate opened the window but the concern and immediated response should have been to get the window close or move them to another cell where the window is closed but that was not the concern of the correctional guards. The gurads left my son and his cell mate to sleep in that freezing cell for several nights. They let them out to warm up but my son and his cell mate slepted in freezing temperatures in their cell. They put my son and his cell mate in danger of freezing to death in their cell. I thank my God that he kept them from dying. Now, they were exposed to sickness in their bodies from being under such frigate temperature for several nights. Because it was a holiday weekend, I was not able to contact any one. On Monday, December 26 at 8:30 a.m., I left a message with Natalie Mason here in the Illinois Correction Dept., in Springfield. Today is Wednesday December 28th, and I have not heared from any one about my concerns for my son, Dewayne Goodman, B270-96. I would appreciate your assistance in this situation. Also, I have a second matter to address with the Illinois Correctional Dept. My son, Dewayne Goodman B270-96 has not been given all of his "Good Time". Yes, I wrote you on this before and you gave it to the correctional dept., to address and, yes, it was not satisfactory. My son, Dewayne Goodman B270-96 has a court case that has been stalled in the judicial system for about two years. We are going into 2023 and he still have not had his day in court. I asked you, "Where is justice?" I would appreciate your help in this situation also. If you have any questions, please, do not hesitate to contact me at (217) 670-0126.
