Inmates are jammed 3 to a cell, frequently without hot water, locked down just so guards can have parties, shaken down at the whim of the guard, while others are given special treatment because they're of the same race as the guard. Guards ate openly hostile towards certain types of offenders, and education is a joke. They don't even teach. They sit st their desks while inmates just talk and goof around.
